PGWP Expiring? Start with PR—Then Protect Your Status

The Post-Graduation Work Permit (PGWP) has long been seen as a “golden ticket” for international students in Canada. But in today’s immigration landscape, that’s no longer enough.
The real question is:
How do you secure permanent residence—and stay in Canada while you get there?
Your plan needs two parts:
- A clear PR pathway
- A status strategy to support it

Step 1: Start with Your PR Strategy
Before extending your stay, you need to determine whether you qualify for permanent residence—and through which pathway.
Express Entry (CEC and Category-Based Draws)
For many PGWP holders, Express Entry remains the primary pathway, especially through the Canadian Experience Class (CEC).
In today’s system, your competitiveness depends on:
- Canadian work experience
- Language scores
- CRS score
- Whether your occupation falls within targeted categories (e.g., healthcare, STEM, trades)
If your score is close to recent draw levels, your focus should be on strengthening your profile by maximizing CRS points and maintaining eligibility while waiting for an Invitation to Apply (ITA).
Provincial Nominee Programs (PNP)
As Express Entry cut-offs remain high, Provincial Nominee Programs have become the most realistic pathway for many applicants.
Most provinces now prioritize candidates who are already working locally and contributing to their labour market. This typically means:
- You are employed in the province
- Your employer is supportive
- Your role is in a high-demand sector
Many PNP streams are employer-driven, which means a valid job offer and employer support are often required. For PGWP holders already working in Canada, this can make your current employment an important part of your PR strategy.
However, not every international graduate stream requires a job offer. Some provinces have international student or graduate streams that may allow eligible applicants to apply based on factors such as education, language ability, work experience, field of study, or connection to the province.
This is why it is important to assess PNP options province by province. The right pathway depends on where you studied, where you work, your occupation, your employer’s support, and how soon your PGWP expires.
Step 2: Protect Your Status While You Wait
Once your PR pathway is clear, the next step is maintaining your legal status in Canada.
LMIA-Based Work Permit
An LMIA-supported work permit can still be an important option for PGWP holders who need to continue working in Canada while pursuing permanent residence.
Unlike a PGWP, which is an open work permit, an LMIA-based work permit is usually employer-specific. This means your employer must be willing to support the process and demonstrate that they meet the program requirements.
For some applicants, an LMIA is not about “boosting points.” It is about protecting status, continuing authorized work, and keeping a longer-term PR strategy alive.
This option may be useful if:
- Your PGWP is expiring soon;
- You are not yet ready for Express Entry or PNP;
- Your employer is willing to support a work permit application; and
- You need more time to build eligible Canadian work experience.
Francophone Mobility Work Permit
If you meet French language requirements, this is one of the most strategic and underused options.
It is LMIA-exempt and generally faster to process. While still employer-specific, it allows you to continue working and building Canadian experience.
For many applicants—especially outside Quebec—this can be a more efficient pathway than pursuing an LMIA.
The Risk of Waiting Too Long
If your PGWP expires without action, you enter the 90-day restoration period. During this time:
- You must stop working immediately
- Your options become more limited
Relying on restoration is a last resort and can complicate your overall immigration strategy.
