The Post-Graduation Work Permit (PGWP) has always been one of the most important steps for international students building a future in Canada. It allows eligible graduates to gain Canadian work experience, often a key factor for future permanent residence pathways.

However, since November 2024, PGWP applications have included a new requirement that continues to create confusion among applicants: language test results.

Many international graduates were surprised to learn that language proficiency became a mandatory part of the PGWP application process. Even more confusion followed because the application portal did not initially include a dedicated field specifically for language test results.

While IRCC has since made improvements to clarify the process, applicants still need to understand exactly what is required — because a missing document can put an important immigration step at risk.

Language Test Results Are Required for PGWP Applications

Since November 1, 2024, most international graduates applying for their first PGWP must submit valid language test results as part of their application.

The test must come from an IRCC-approved language testing organization and must demonstrate proficiency in either English or French.

The required language level depends on the type of program completed:

University graduates:

  • Bachelor’s degree
  • Master’s degree
  • Doctoral degree
  • Other university-level programs

→ Minimum requirement: CLB 7

College graduates and other non-university programs:

→ Minimum requirement: CLB 5

Language test results must also still be valid at the time of application. Most approved language tests are valid for two years from the test date.

 

Where Should Applicants Upload Their Language Results?

One of the biggest sources of confusion was that the PGWP application portal did not initially have a specific section dedicated to language test results.

Because of this, some applicants assumed the document was not required or overlooked the requirement completely.

Currently, applicants should upload their language test results in the “Client Information” section of their online application.

Since this section only allows one upload, applicants who need to include multiple supporting documents should combine them into one PDF file before submitting.

For example, a single file may include:

  • Language test results
  • Supporting letters from the educational institution (if applicable)
  • Additional explanations related to the application

The goal is to make it easy for the officer reviewing the application to identify all required information.

 

What Happens If You Already Submitted Without Language Results?

If you submitted a PGWP application and forgot to include your language test results, there may still be steps available.

Applicants can use the IRCC web form to submit additional documents and attach missing information to their application.

However, timing matters.

The longer an incomplete application remains without clarification, the higher the risk of complications during processing.

If your application has already been refused, the situation becomes more complex. 

Depending on your circumstances, options may include:

  • Requesting reconsideration of the decision
  • Applying again if you remain eligible
  • Restoring your status if your study permit has expired

Each situation depends on factors such as your completion date, current status in Canada, and the reason for refusal.
