French Language Proficiency: A different opportunity in Canada

If there’s one thing the latest immigration draws have made clear, it’s that Canada is placing real, strategic value on French language proficiency. This shift isn’t subtle, it’s visible in the numbers, the policies, and the opportunities opening up for bilingual candidates.
One of the most striking examples is the recent issuance of 6,000 Invitations to Apply (ITAs) under the French Language Proficiency streams. What caught our attention wasn’t just the volume, but the significantly lower CRS cut-off scores, especially when compared to regular Express Entry draws. For many candidates who feel stuck in the high-CRS race, this difference can be decisive.

This Ontario Provincial Nominee Program targets French-speaking candidates already in the Express Entry pool, rewarding bilingual profiles with lower CRS thresholds than those seen in regular federal draws.

What makes this stream especially powerful is the nomination itself. Once approved, candidates receive +600 CRS points, which almost guarantees an ITA for permanent residence in the next draw.

Instead of relying solely on high CRS scores or LMIA-based jobs, French proficiency becomes the differentiator that unlocks provincial support.
Open Work Permit (French Mobility)
Another option we see as highly strategic is the French Mobility Open Work Permit (OWP). Unlike the LMIA route, this doesn’t require a Labour Market Impact Assessment. You only need:
- A job offer from a Canadian employer
- French laguage proficiency, usually CLB 5 or higher
- Legal status in Canada, if applying from inside the country
This route is a game-changer for students or temporary workers without a PGWP. It allows you to start working in Canada, gain valuable Canadian experience, and position yourself for permanent residence under the French-speaking streams.
From our perspective, it’s an underutilized path that takes advantage of Canada’s growing focus on francophone talent, and it can be faster and more accessible than the traditional LMIA-dependent work permits.
Case scenario – students without PGWP
Maria is finishing her career college program in Montreal. Like many international students, she realizes she isn’t eligible for a PGWP and starts worrying about the difficulty of finding an employer willing to go through the LMIA process.
